Ad Hoc Maintenance Charges

Considering that there are only four months left for the close of the Financial Year, the Ad Hoc maintenance charges for the balance of 2013-14 financial year is proposed to be collected in two installments as detailed below.

However those who find it convenient to pay for the rest of the Year in one lump sum i.e. for the four months up to 31st March, 2014 are welcome to do so.

 

 

 Please also note that from the beginning of the ensuing financial year 2014-15, SCMC shall revert to the practice of collecting maintenance charges in advance on a quarterly basis only.

Rate of Maintenance Charges

The rate of Ad-Hoc Maintenance Charges for the four-month period from December 2013 to March 2014 will be Rs. 2/- per month per s.ft.

Service Tax

SCMC has been advised that we are required to collect and remit to the Government service tax @ 12.36% on the maintenance charges if such charges in respect of a single apartment exceeds Rs. 5,000/- per month.  We have been further advised that:

a)     We are required to collect such tax on all payments towards maintenance charges, subject to the threshold mentioned above, received from the date we assumed responsibility for the maintenance of South City, i.e. 1st June 2013.

b)     Service tax is payable only on the amount by which the maintenance charges for one month exceeds Rs. 5,000/-

c)      Expenses for water can be excluded from the monthly collection from an apartment for determining the liability for collecting service tax.

The rules in respect of Service Tax are still not crystallised and experts whom we have consulted hold widely divergent views on various aspects of the way this tax is administered.  We have tried our best to comply with the law, including seeking informal advice from senior officials. We request residents to bear this in mind.  If later, more definitive interpretation of the rules result in higher or wider incidence, we shall be obliged to seek the cooperation of residents by additional payments to ensure compliance.

If the super-built up area of your apartment is less than or equal to 2,386 sqft

There is no service tax payable by you. You just have to pay the dues for Dec-Jan or (Dec-March, if you so desire) and the overdue arrears if any, as on the date of payment.

If the super-built up area of your apartment is more than 2386 sqft:

SCMC has to collect service tax from you and remit the same to the tax authorities. As per our records, there are only 86 such apartments attracting service tax. These consist of apartments of three different sizes in A1 and A2 blocks and a few in the C3 block. The residents of these blocks are being advised separately.

Maintenance Charges - Payment Procedures and Options

The last date for payment of maintenance dues for the 2-month period of Dec.2013-Jan 2014 without penalties is: 31st December 2013. Similarly, the last date of payment for Feb-march 2014 period is 28th Feb 2014.  In addition to the modes of payment already available, viz. by cheque/DD or NEFT or Direct Deposit, SCMC has set up yet another convenient mode of payment: Residents can now pay from the comfort of their homes through South City’s ApnaComplex Portal.

Residents are requested to carefully read the instructions below in regard to each of the above-mentioned modes of payment to ensure that payments get promptly credited to the correct account.

SCMC regrets its inability to accept

(a)   payment by cash;

(b)   Payment through post-dated cheques.  

1.         Payment by Cheque/DD

a)      The “A/c payee” cheque/DD should be drawn in favour of 'South City Maintenance Committee' and payable in Bangalore.  Please do not use any abbreviations such as SCMC.

b)      Kindly hand over the cheque to the Property Management Office of JLL at the ground floor of the Old Club House on any day between 9 AM and 6 PM.

c)      Please collect acknowledgement for receipt of the cheque immediately.

d)      Payments after 31st December 2013 will have to be by a single cheque covering both maintenance charges and penalty for late payment.

e)      On the reverse side of the cheque, please write the following in CAPITAL letters:  
Apartment Number, your name, Intercom (preferable) or other contact Phone Number.

f)       Kindly note that as per RBI regulations: 

a.      Over-writings and striking off of any words or figures will render the cheque invalid. 

b.      Mutilated cheques, e.g., torn off in an irregular fashion from the cheque book, are invalid.

g)      If you are paying for more than one apartment, kindly issue a separate cheque to cover the dues for each apartment.

h)      If you are sending the cheque by post/courier, please send it (A/c payee cheque drawn in favour of “South City Management Committee”) to the following address, so as to reach us by the due date, in order to avoid penalties:

3.         Through the South City ApnaComplex Portal

Detailed instructions on how to pay through the Portal are given in the box below:

a) Click on "Home" at the top-menu and then select "Make Payment" from top-down menu
     options
  b) In "Select Charges to Pay" window,        i) select apartment no. (if you are associated with more than one apartment)        ii) select appropriate "description" for the payment from the pull-down list        iii) write the payment amount        iv) click on "Online Payment" radio-button   c) In extended "Select Charges to Pay" window,        i) select "Mode of Payment" by clicking on the appropriate radio-button        ii) write the amount -- the amount should match with the "Total Payment" amount        iii) select appropriate "received form" (when more than one person is associated with the
             apartment)
       iv) click on "Submit Payment" button   d) In "Confirm Payment" window, review details and then press "Submit" button       Please Note:     You will see a "Convenience Charge" has been levied by the Payment Gateway at the rates
    given below:
          Credit Card :   2.18% + taxes           Debit Card :    1.16% + taxes           Net Banking : Rs. 25/- per transaction + taxes     Taxes will be the service tax of 12.36% on the Convenience Charges.   e) You will be presented with the "Proceed to Payment Gateway" window, select proceed   f) You will see PayU (Payment Gateway) window; fill in details and press "Pay Now" button    g) You will be redirected to your bank's Portal, please provide information required   h) On successful payment you will be presented with "Online Payment Successful" screen with
    "Transaction Status" as "success"
  i) You can download the receipt by pressing "Get Receipt" button

Kindly note that the Convenience Charge mentioned under "d)" above, as well as any other fee levied by the bank, is to be borne by the resident making the payment. 

4.   Direct Deposit in Branches of Canara Bank

 

You can deposit the amount due directly into SCMC’s account at any branch of Canara Bank.  Please ensure that the payee’s name – South City Maintenance Committee”–and the account number – “SB A/c No. 2753101014134”are correctly mentioned in the pay-in-slip.  After the deposit is made, please send a scanned copy of the pay-in-slip, duly acknowledged by the bank, to < This email address is being protected from spambots. You need JavaScript enabled to view it. > along with all relevant details such as the Apartment Number, your name, contact number etc.  Alternatively you can hand over the original or a photocopy of the receipted pay-in-slip personally to the Property Management Office along with the required details.

Penalties for late payment

Residents are reminded of the following penalty provisions that are in place in case of late payment:  

1)      Penal interest will be levied @ 2% per month or part thereof, rounded up to the next higher rupee, on the total amount payable, subject to a minimum of Rs.300/- per month or part thereof.

2)      In addition, if payment is not received by 15th Jan 2014, the DG power support will be discontinued.  The corresponding date for Feb-March 2014 cycle will be 15th March 2014. DG support will be restored only after the dues are paid with penal interest as above, with an additional DG Reconnection Charge of Rs.500/-.

3)      If payment is not received by 31st January, 2014 (31st March 2014), no more maintenance services will be provided to such apartments.
