Dear South City Apartment Owners / Residents,

In the absence of any clarity regarding Service Tax, We have charged on ad hoc basis Rs.21.25/ sq.ft up to January 2014. On receipt of the Central Board of Excise and Customs (CBEC) Circular No.175 /01 / 2014 – ST dated 10th January, 2014 we are now making a call

for the final instalment of maintenance charges for the FY 2013-14. Taking into account our experience on expenses till Dec 2013, SCMC has decided to collect a total of Rs 23.25/ sq.ft for the ten month period June 2013 to March 2014 i.e at Rs. 2.325 /sft/ month. Since we have already charged        Rs 21.25/ sq.ft up to January 2014 on ad hoc basis, we now  propose to charge the balance amount at Re 1/sq.ft / month    for February and March 2014.As we would be closing our accounts for the year 2013-14 we request you to clear all your dues, if any, positively before 31st March, 2014.

We have also dropped into your mail box (1) copy of regular invoice for the ten-month period ending   31st March, 2014 and (2) Transaction Statement for the period from 1st June, 2013 to 3rd February, 2014.

1.Maintenance Charges

For February and March 2014:   Re.1/- per sft /month.

2.Service Tax

2.1.The CBEC have in their Circular dated 10th January, 2014 clarified several issues related to service tax liability of RWAs. The main points on which SCMC stands corrected are two:

2.2.Water expenses cannot be excluded from the total charges collected unless the third-party supplier bills individual apartments based on water metering.

2.3.If the per month charge payable by any apartment exceeds Rs 5,000/month, the service tax is payable on the entire amount and not just on the excess over Rs 5,000/-

2.4.In addition to maintenance charges, service tax at 12.36% from the 86 apartments whose monthly maintenance charges exceed Rs. 5,000/ month will be collected from June, 2013 onwards to comply with the latest circular from the CBEC.

3.Due Date for Payment without penalty

Due date for payment of maintenance and other dues for the 2-month period of Feb- March, 2014 without penalties is: 28th Feb 2014. 

4.Penalties for late payment

4.1.Penal interest will be levied @ 2% per month or part thereof on the amount payable, subject to a minimum of Rs.300/- per month or part thereof.

4.2.In addition, if payment is not received by 15th March, 2014, the DG power support will be discontinued and will be restored only after all the dues are paid including penal interest as at 4.1 above, with an additional DG Reconnection Charge of Rs.500/-.

4.3.If payment is not received by 31st March, 2014, no more maintenance services will be provided to such apartments. 

5.Modes of payment

Residents are requested to carefully read the instructions below in regard to each of the modes of payment to ensure that payments get promptly credited to the correct account. Detailed instructions on how to pay through all modes of payment are given in the “SCMC Circular” section of sugruha.in   Site / our Circular in Google Group.

6. Payment by Cheque/DD

6.1.The “A/c payee” cheque/DD should be drawn in favour of 'South City Maintenance Committee' and payable at Bangalore.  Please do not use any abbreviations such as SCMC.

6.2.On the reverse side of the cheque, please write in CAPITAL letters:  

Your Apartment Number, name, Intercom (preferable) or other contact Phone Number.

6.3.Kindly hand over the cheque to the Property Management Office of JLL at the ground floor of the Old Club House on any day between 9 AM and 6 PM and collect acknowledgement for receipt of the cheque immediately. 

6.4.Kindly note that as per RBI regulations: Over-writings and striking off of any words or figures even if attested, Mutilated cheques, e.g., torn off in an irregular fashion from the cheque book will render the cheque invalid.

6.5. Kindly issue a separate cheque to cover the dues for each apartment. SCMC regrets its inability   to accept (a)   Payment by cash; (b)   Payment through post-dated cheques.  

6.6. Payments after 28th Feb 2014 will have to be by a single cheque covering both maintenance charges and penalty for late payment.

6.7.If you are sending the cheque by post/courier, please send it to the following address, so as to reach us by the due date, in order to avoid penalties:

7.Direct Deposit in Branches of Canara Bank  

You can deposit the amount due directly into SCMC’s “SB A/c No. 2753101014134” at any branch of Canara Bank.  Please ensure that the payee’s name – “South City Maintenance Committee” – and the account number  are correctly mentioned in the pay-in-slip.  After the deposit is made, please send a scanned copy of the pay-in-slip, duly acknowledged by the bank, to <  This email address is being protected from spambots. You need JavaScript enabled to view it. > along with all relevant details such as the Apartment Number, your name, contact number etc.  Alternatively you can hand over the original or a photocopy of the receipted pay-in-slip personally to the SCMC Office along with the requisite details.
